This is just nuts and was brought to my attention from friend and reader Dave as CPD talks about lowering testing standards to attract more minorities. That should be a wonderful idea to help curb corruption in the department as the less educated are easier tempted by foolish money and opportunity with narcotic arrests in neighborhoods where they "hail from"
