An outdoor smoking ban that relies on the non smoking citizenry to report smokers breaking the ordinance to police. It's nice to know the Chicago city council feels ok with signing up citizens as agents of the government to initiate arrests for such a ridiculous law.
What is my incentive to turn in a fellow citizen to the police for this violation is my question, because it won't happen on my watch. I don't work for the government and won't do their work for them on any day of the week.
I spent much time on the Chicago beaches throughout my 20's an 30's and never saw the amount of cigarette butts just blatantly put out in the sand as they describe it above

New Smoking Ban Passes In Chicago:Another question for them, who was it that was paid to officially count the amount of offensive cigarette butts, all 35,000 of them which I say is complete Bullsh**? Did the park district use the same scientific method they use to inaccurately count war protesters by the thousands every time one of those get together's are arranged.
