That being a yet another residential skyscraper, this one that spins from around floor to floor for the "well to do" or rich in plain speak to get their Chicago view in the round from day to day. Maybe they could also put a spinning bullseye on the sides of it for the terrorists to aim for as their next US terrorism target one way or another for them to dream about.
Personally I think the 2 100-some story buildings now being built here & here already are enough to enhance the already wonderful and starting to look crowded skyline of the "city of big shoulders".
