Aside from the obvious answer, as to the latest marches where there were tens if not in a few cases hundreds of thousands gathered, it would be impractical. But another answer would be the outcry of those particularly on the left, the ACLU, human rights watch, amnesty international et al would be flying like bats out of hell rushing to their defense crying about the unfairness of such an act, etc , etc. You know the drill.
Now you have the answer as to why the US military did not drop a 500 pounder or hellfire missle on top of the little gathering referred to below when it was caught by a predator drone taking place. I can hear them now, can't you?
"Boo hoo, poor little terrorists were just getting together at a cemetary to pay tribute to Achmed Dropbommi according to Koranic funeral instructions....how could america be so cruel, has no respect for Islam, there were dead women & children buried in that cemetary, how could america bomb a cemetary...... blah blah blah."
That's how the left PC will cause America to lose wars. After all this isn't a garden party that's going on with these people, they will bomb and kill you and I no matter where they hell we are (see 9-11) , you can bet on that. They do it all the time, that's how they fight. Stooping to their level once in a while, like when known terrorists are gathered together as pictured below doesn't bother me in the least.

NBC News had quoted one Army officer who was involved with the spy mission as saying "we were so excited" that the group had been spotted and was in the sights of a U.S. drone. But the network quoted the officer, who was not identified, as saying that frustration soon set in after the officers realized they couldn't bomb the funeral under the military's rules of engagement.
Defense Department officials have said repeatedly that while they try to be mindful of religious and cultural sensitivities, they make no promises that such sites can always be avoided in battle because militants often seek cover in those and other civilian sites. complete story
