Sounds a little hammered to me too..... unless he has some illness that he's not disclosing which causes him to slur his speech the same as one would if they spent the afternoon knocking down shots at a Capital Hill bar....
Thing about these liberals in congress, they've all been there as long as the capital building so it could be just simple senility
